Any interested person or group may address the Grand Traverse Rural Fire Board on any agenda item when recognized by the presiding Chairman or upon request of any Board Member. Also, any interested person or group may address the Grand Traverse Fire Board on any matter of Fire Department concern not on the Agenda during the agenda item designated Public Comment. The comment of any member of the public or any special interest group may be limited in time. Such limitation shall not be less than five minutes unless otherwise explained by the presiding Chairman, subject to appeal by the Grand Traverse Rural Fire Board.

  2. Minutes- The Board approves the minutes of Grand Traverse Rural Fire Board May 20, 2015 meeting, and approval of Special Board Meeting Minutes of May 21, 2015.
  3. Payroll – The Board approves May 07, 2015 payroll #10 in the amount of $15,763.26 and Payroll #11 in the amount of $16,272.67 for May 21, 2015. Accounts Payable – The Board approves Pre-authorized claims for June 8, 2015 in the amount of $4,174.58. Vendors’ payable for May 24, 2015 in the amount of $32,538.00, June 17, 2015 in the amount of $ 25,461.29.
  4. Reports and Communications –The Board directs the staff to receive, file and respond to communications as necessary. (Financial, Chief’s, RTC, Attorney).

 

 

Chairman asked for a motion to approve the agenda with Green Lake addition. Motion made by Long Lake to approve agenda with Green Lake addition. Seconded by Whitewater.

Chairman asked for a motion to approve minutes and special minutes with one minor correction. Motion made by Grant and seconded by Long Lake.

Chairman asked for a motion to approve payroll and the accounts payable (item b), to include the amount in question of $35,538.00. Motion made by Fife Lake and seconded by Paradise.

Citizen made a suggestion concerning public comment placement before consent calendar

  2. Station Leases

A sample lease agreement was sent out to all Townships for review and comments. Fife Lake has approved as written. Whitewater Township questioned items number 4, 5, 6, and 7 of the lease. Attorney Jim Young replied to Whitewater Township explaining the lease wording and how it was supposed to be interpreted. Attorney Jim Young will make changes in wording of item 4of the lease for next meeting.

  1. Compensation Sub-Committee Report

Long Lake and Rural Fire Department both had proposals and the matter is still in discussion.

  1. Motion of Repeal -Special Meeting Resolution #2015-003

Rural reviewed Resolution #2015-003 with Labor Attorney Janis Adams. Labor Attorney Janis Adams advised that by passing the resolution, it has bound Rural to the Resolution prematurely, as there was no discussion in the Compensation Committee. There were concerns with the 45 day time frame (July 5, 2015) being attainable and reverting Long Lake’s Captain to exempt status. Rural is asking for a motion to repeal Resolution #2015-003, but not to dissolve the Compensation Committee. Discussion took place.

Chairman asked for a motion to repeal Resolution #2015-003. Motion made by Paradise to repeal Resolution #2015-003. Seconded by Whitewater.

Green Lake made a motion to amend the Resolution time frame to extend the 45 day commitment to July 31, 2015. “We authorize a special committee of the Board, to implement such changes within 45 days from today’s date.” Springfield seconded.

  2. Long Lake Notice of Intent to Withdrawal

Long Lake presented a letter of notice of intent to withdrawal from Grand Traverse Rural Fire Department at the end of the calendar year (6 months’ notice). Discussion took place.

The Chairman asked for a motion to accept the notice of intent to withdrawal letter from Long Lake Township dated June 10, 2015 and approve the request for wavier of the dispute resolution process. Motion made by Union. Seconded by Long Lake.

Long Lake made a motion to be clear of the acceptance of letter. Effective June 17, 2015 that the Grand Traverse Rural Fire Board hereby accepts and recognizes the letter from Long Lake Township dated June 10, 2015, as its official notice of intent to withdrawal for purposes Article 17 of the 1996 Inter-Governmental agreement creating the Grand Traverse Rural Fire Department. Motion made by Long Lake. Seconded by Union.

  1. Green Lake Notice of Intent to Withdrawal

Green Lake presented a letter of notice of intent to withdrawal from Grand Traverse Rural Fire Department, as of the end of 2015. Discussion took place.

Chairman asked for a motion to accept Resolution #6-16-15.1 GTRFD Inter-Governmental Agreement from Green Lake Township to withdraw from the Rural Division as recognized by our agreement, noting that this is not requested to wave dispute resolution. Motion made by Union. Seconded by Long Lake.ROLL CALL VOTE

NAYS: 2 (Paradise, Grant)

Chairman asked for a motion. Union made a motion per the noted request from Green Lake Township for staff to seek out a qualified facilitator with no ties to either party. Seconded by Fife Lake. All in favor, one nay noted. Motion carried.

 

  1. 800 Mhz Telecommunications Surcharge

Subcommittee recommends that we move forward with the 800 Mhz system. More expensive to fix old system. County will own all radios. County has to own radios to collect surcharge. It will reduce our current budget for radios and repair. The County is looking for letter of support to send the surcharge monies to County. Chief Weber recommends supporting the County on this program.

Chairman asked to make a motion to accept and send letter of interest that does not constitute a contract to the Grand Traverse County Board Commissioners of the Board of Directors, letter dated June 18, 2015 reference the support of the MPSCS radio system. Motion made by Paradise. Seconded by Fife Lake. All in favor, one nay noted. Motion carried.

Public Comment- Peter Zirnhelt (resident) no address given – He agreed, it would be hard to recreate this Rural Board if it was to be dissolved. Requested information Fire & Rescue Cost per Capita.

Public Comment-Ron Lemcool (resident) 1270 W. Long Lake Rd, Long Lake-He struggles with the idea of Long Lake going on their own and he would like to hear from Voters and Firefighters and feels the Community would support increases for the Fire Department.

Public Comment- Ken Fritz (resident) 9809 Dell Rd, Kingsley– By staying with Rural it is advantageous due to the amount of trained manpower and immediate coverage. Relying on Mutual Aid could be a great risk, depending on time of day, you might not get as many people as you would expect or quickly to an incident. It is about creating a strong system which enable us to help our community. It is not always about who pays more. He feels that operating on your own will not decrease your costs, it will ultimately end up taking services away from your Community due to all the hidden costs associated with the fire department. He asks Long Lake to reach out to other firefighters, not just from Long Lake, other departments on the subject.

Public Comment- John Linnerson (resident) 4821 Church Road, Long Lake Stating that Long Lake did it years ago, they borrowed money to do it, and they can do it again.

Public Comment- Jacque Gibson (non-resident) 1888 E. Curry Rd, Traverse City – He heard the statement –“the business is changing” He felt it was a true statement; a question was posed-”are we going to change with it?” He joined Rural because he believed in the direction it was headed. In his opinion, if Long Lake & Green Lake withdrawal, they are reverting back to 20 years ago. He encourages them to move forward to Public Act 57, it has been proven as a sustainable model for a fire department with multiple townships. He asks for them to look closely at Public Act 57, where each person pays their rightful dues –per household, it will be distributed equally. Further statement made, was the required amount of manpower it takes to extinguish a fire in a non-hydranted area and the response of firefighters in the middle of afternoon might be considerably less and it was respectfully requested that they seriously consider their decision.
