Meeting Minutes May 2014



The regular meeting of the Grand Traverse Rural Fire Board was called to order at 6:05 p.m.,

By Vice-Chairman Doug Mansfield, at 4123 Vance Road, Traverse City, MI 49685.

AGENDA:   Motion by Springfield, supported by Whitewater to approve the “revised” Agenda.

All ayes. Motion carried.


MINUTES:   (Remove Dave Milliron from Attendance) Motion by Whitewater, supported by Green Lake to approved the amended Minutes of 4/16/14.   All ayes. Motion carried.


FINANCIAL REPORTS:   Dave Milliron gave report.   The money market balance is $241,614.30.   Line items and Cost Controls in balance.   Dave included “pie charts” for Income and Expenses.

Public Improvement Fund: Balance $1,390.27

Grant Fund: Balance $5.01

Motion by Green Lake, supported by Springfield, to approve the Financial Reports as presented. All ayes. Motion carried.


CLAIMS:   PRE-AUTHORIZED- $4,196.51. Motion by Springfield, supported by Fife Lake to approve the Pre-Authorized Claims.   All ayes. Motion carried.


CLAIMS:   OPEN INVOICES- $33,071.40 and 5/3 Bank $77,663.46. (Total for $110,734.86).

Motion by Springfield, supported by Fife Lake to approve $33,071.40. All ayes. Motion carried. Motion by Springfield, supported by Fife Lake to approve 5/3 loan payment of $77,663.46. All ayes. Motion carried.


PAYROLL:  Motion by Green Lake, supported by Springfield to approve the 4/10 Payroll in the amount of $6,939.46. 4 ayes. 1 nay (Popp) Motion carried.

Motion by Green Lake, supported by Springfield to approve the 4/24 Payroll in the amount of $7,168.06.   4 ayes. 1 nay (Popp) Motion carried.


Discussion about Tankers and financing. The new Tankers will have pumping and CAF systems.


CHIEF REPORT:   (See Activity Report)


Chief Weber reported he has purchased set of gear and six helmets and two K-12 saws.


Chief Weber reported they assisted Blair on a Barn fire. They had a mobile home fire (dryer) in Paradise Township.   They had 2 structure fires in Grant Township with one fatality.

Chief Report continued           

Chief Weber reported on various meetings he attended. See RTC Board minutes included in packet. He spoke with Sheriff Bensley about an Arson Task Force. He put up some Arson signs.


Chief Weber reported they are processing new members. He is working on recruitment tools, and a “firefighter boot camp”.


Chief Weber reported on the 51st Exercise (Civil Support Team) for domestic terrorism. It is a government resource in case they are needed.


Chief Weber distributed a 2013 Annual Report to the Board.   He welcomes feedback.


Chief Weber reported Station #10 assisted with Long Lake Elementary Carnival.   Station #4 had an “Emergency Services Day.”


Chief Weber was asked to assist Inland Township because they were going through a MIOSHA inspection.   He helped them do a mask fit testing that was required.


Chief Weber reported he attended the Fire Fighter Graduation. Rural had 3 students graduate.


Chief Weber reported they have been doing school “lockdowns,” and will be doing the annual mask fit testing in the near future.


Chief Weber reported Rural will be having an annual picnic for families at a different Township each year.   This year it will be in Green Lake. FF Doug Straughen is pioneering it. They will let everyone know the date.


Chief Weber reported they had 10 fire fighters volunteer to take the SCBA Tech Specialist Training.   The training allows them to repair Rural’s SCBA’s up to the point of where they need to be flow tested.   The training will be here on June 12th -it is 5 hrs. of training by a SCOTT Technician.   Out of that group they will pick 3 to go to the Technician Training that allows them to do flow testing.   It will save money being done in-house, rather than ship the SCBA to Westshore.   Annual flow testing costs $45 a pack to ship.


Chief Weber reported he will be going to Grand Rapids in June for a two day Fire House training.

Chief Weber submitted a Grant to the Grand Traverse Band.   Discussed Grant writing.

UNFINISHED BUSINESS: “Ad Hoc Committee” will be removed from the Agenda.


NEW BUSINESS:   Approve Loan Payment – approved in Claims.

Approve disposal of surplus property (see list). Motion by Green Lake supported by Springfield to dispose of the surplus property. All ayes. Motion carried.

Paul Biondo-Green Lake said he noticed that there was a $100,000.00 shortfall in the Budget.   Popp-Whitewater said it was for the PPE.   Chief Weber said they won’t be using all of the $100,000.00 for new gear.
